Many people see AI as something new, a product of recent technological advances. But in reality, AI has been evolving for decades. My first experience with AI wasn’t with the likes of ChatGPT or any other advanced tool—it was back in the late ‘90s, during the era when FidoNet, a decentralised network for sharing files and messages which needed those noisy dial-up modems, was still more popular in some regions than the internet itself.

I remember what I thought was a casual 20-minute chat with a local sysadmin on FidoNet. Apparently, I wasn’t talking to a person at all. The next day, the actual sysadmin told me I’d been conversing with an early chatbot—a system that, although primitive compared to today’s AI, was self-educating and ran on basic, rule-based algorithms.

That moment stuck with me. Even back then, machines were able to learn from interactions, though in a much more limited way than they do now. Fast forward to today, and AI has developed into something far more powerful, thanks to technologies like deep learning, which allow AI to process massive amounts of data and learn from it. AI is now transforming entire industries, but even with all this progress, fraudsters still seem to stay one step ahead.

This raises an important question: If early AI could learn from real-time interactions decades ago, why do today’s AI systems still struggle to outsmart fraudsters consistently? Why isn’t AI better at anticipating and preventing fraud, or at the very least, keeping pace with fraudsters who are now using AI themselves?

In this article, I’ll dive into how AI can evolve from just reacting to fraud to becoming a proactive, predictive, and preventive force—what I call the 3Ps approach. It’s time to stop letting fraudsters lead the dance.

Fraud isn’t just a problem that affects a few unlucky businesses—it’s a global crisis that costs billions. In fact, the global economic impact of fraud is now estimated to be over $5 trillion annually, which is nearly 70% of what the world spends on healthcare each year. In 2023, fraud losses broke records, surpassing $10 billion for the first time. Investment scams alone accounted for over $4.6 billion of that—a 21% increase from the previous year. Bank transfers and cryptocurrency transactions also saw a massive uptick in fraudulent activity, with consumers reporting more losses in these areas than any other.

This growing wave of fraud highlights how sophisticated scammers have become, particularly in investment fraud and cryptocurrency schemes. Yet despite these advancements, current fraud detection systems just aren’t keeping up. Most fraud prevention methods are still reactive, designed to detect fraud only after it’s already happened. These systems largely rely on pattern recognition and rules-based algorithms, such as:

  • Transaction monitoring, which flags suspicious activity, like unusually large purchases or transactions from unexpected locations.
  •  Fraud scoring, which assigns risk scores to transactions based on things like geolocation, device type, and spending history.
  • Historical pattern analysis, which looks for deviations in a customer’s usual behaviour to identify potential fraud.

While these methods are useful for detecting known types of fraud, they have their weaknesses:

  • They’re slow to respond: Bby the time these systems flag fraud, it’s often already in progress or even completed.
  • Too many false positives: Llegitimate transactions are often mistakenly flagged as fraudulent, frustrating customers and creating inefficiencies for businesses.
  •  Limited adaptability: Rrule-based systems struggle to keep up with the constantly evolving tactics of fraudsters. For example, new methods like advanced phishing schemes or cryptocurrency fraud often slip through the cracks, as the systems are based on older, outdated data.

Fraudsters are taking advantage of these gaps, keeping themselves one step ahead. This reactive approach leaves a significant vulnerability in the fight against fraud and shows why we need something better. The future of fraud prevention lies in AI’s ability to not just react but predict fraud before it even happens. By identifying potential threats early on, AI can block attacks before fraudsters can even get started, shifting the advantage back to the defenders.

Fraud prevention is no longer about reacting to fraudulent activities after they’ve occurred. Today, the real key to staying ahead of increasingly clever fraudsters is leveraging AI to create a Proactive, Predictive, and Preventive approach. This multi-layered strategy changes the game from simply reacting to fraud to anticipating it, giving businesses the upper hand by outsmarting fraudsters before they even get a chance to act.

To pull this off, we need to get into the mindset of fraudsters—understanding how they think, predicting their next moves, and cutting off their operations before they can even start. By diving into the same digital spaces fraudsters thrive in—like the dark web or underground networks—AI can stay one step ahead, spotting trends and new tactics as they emerge. This proactive approach of immersing ourselves in the fraudsters’ world is what keeps defences sharp and able to adapt quickly.

But fraud prevention isn’t something financial institutions can tackle alone. It’s a shared responsibility, and individuals must also play a crucial role in protecting themselves. As AI evolves, it should empower both businesses and consumers by giving everyone the tools and knowledge needed to stay safe from emerging threats.

Easier said than done, of course. So, let’s dive into how we can make this happen.

1. Proactive: Anticipating Fraud Before It Strikes

Proactive fraud prevention is crucial for financial institutions (FIs), and it’s not just about having strong systems in place—it’s also about educating users to prevent scams before they even start. AI plays a key role in this, enhancing security by predicting fraudsters’ behaviour, spotting patterns, and stopping fraud attempts before they can escalate. With AI-powered threat intelligence, FIs can monitor digital spaces like dark web forums to catch early warnings and block fraud before it happens. AI can also simulate likely targets fraudsters might go after, providing businesses with a chance to act preemptively.

Additionally, AI-driven honeypots can trick fraudsters into exposing their tactics, allowing institutions to learn and improve their defences over time. However, this strategy isn’t without risk—if mishandled, it could open up vulnerabilities or even lead to legal complications for the company.

Consumers also have a crucial role to play in fraud prevention. They can use AI-powered tools to monitor their accounts for suspicious activity, especially before logging into financial platforms. Tools like email scanners, scam-blocking apps, and phishing filters are invaluable for stopping attacks before they ever reach the user. That said, it’s not enough to just create these tools—they need to be seamlessly integrated into people’s daily lives without overwhelming them with constant notifications. Developers should focus on building AI solutions that provide strong security without causing “”alert fatigue””, making sure that protection works in the background and doesn’t disrupt everyday life.

2. Predictive: Using AI to Forecast Fraud

Isn’t AI fundamentally about prediction? If it can anticipate the next word or action based on data patterns, why not harness that same predictive power to forecast fraud before it even happens? While we have powerful general AI platforms like ChatGPT, there’s an increasing need for specialised AI systems focused entirely on fraud prevention. Imagine a dedicated “”FraudPredictGPT,”” an AI trained exclusively to monitor financial ecosystems, analyse threats, and anticipate fraudsters’ next moves. Such a system could revolutionise how we approach fraud detection by not just reacting to attacks but predicting and preventing them in real-time.

To effectively forecast fraud, financial institutions should leverage behavioural analytics, dark web and social network monitoring, and predictive models based on fraud ecosystem data. AI excels at analysing user behaviour to detect early signs of fraud, such as unusual transaction patterns or login behaviours. By continuously monitoring these signals, AI can alert institutions to potential threats before fraudsters act.

Several companies are leading the way with predictive AI solutions. Darktrace uses AI to identify abnormal behaviour and predict cyber threats in real-time. Kount applies predictive models to e-commerce fraud by analysing customer interactions and flagging risky behaviours before they result in fraud. AI-driven platforms, such as Fraud.net, assess the likelihood of fraud occurring based on both current and historical data.

By embracing predictive technologies and moving towards specialised AI systems like “”FraudPredictGPT,”” financial institutions can transition from reacting to fraud after the fact to actively forecasting and preventing it, enhancing their ability to outsmart fraudsters.

3. Preventive: Cutting Off Fraudsters Before They Act

So, we’re now fully armed and prepared—Proactive measures keep us alert, and Predictive tools give us insight into fraudsters’ next moves. But just being ready doesn’t mean fraudsters won’t still try to attack. The real key is Prevention—stopping fraud before it even has a chance to take hold. When fraudsters do strike, AI becomes the critical tool that ensures their efforts are shut down in real-time. The question is, how can AI effectively stop fraudsters before they cause any damage?

Throughout history, great military leaders have taught us the value of defence and prevention. Sun Tzu, in “The Art of War”, famously said, “”The supreme art of war is to subdue the enemy without fighting.”” This idea is at the heart of fraud prevention—the best defence is one that stops the battle before it begins. In the world of fraud, AI serves as that pre-emptive defence, cutting off fraudsters before they can execute their schemes.

AI’s ability to analyse data in real time allows it to block fraudulent transactions and trigger alerts before fraud even happens. It flags abnormal behaviours, like unusual transfers or suspicious login attempts, preventing fraud from escalating. Systems like Elliptic and Chainalysis use AI to monitor blockchain networks for suspicious activity, halting illicit transactions before they spread. These platforms scan massive amounts of blockchain data, detecting high-risk behaviours like stolen cryptocurrency and dark web transactions.

To further disrupt fraudsters, AI can also target their supply chains by monitoring dark web forums and malware repositories, enabling cybersecurity teams to neutralise their tools early on. Cutting off these resources delays fraud operations, weakening their effectiveness and preventing major attacks.

AI can also decoy systems that lure fraudsters into engaging with fake targets. It appears fraudsters hate when their time is wasted, and remembering how good early chatbots were in mimicking a real person, nowadays’ AI can become a good instrument in keeping fraudsters busy with something else.

Lastly, collaboration is crucial in fraud prevention. Real-time data-sharing networks between institutions and authorities, such as the Financial Services Information Sharing and Analysis Center (FS-ISAC), allow AI systems to pool intelligence and strengthen collective defence. By working together, institutions can stop fraud on a larger scale and, most importantly, prevent future attacks before they even happen.

Facing the Gaps: Mitigating AI’s Challenges in Fraud Prevention

The battle against fraud can’t be won by a single institution—it is an industry-wide task. Financial institutions, tech providers, regulators, and consumers need to collaborate to tackle the constantly evolving tactics that fraudsters use. To make meaningful progress, we must understand the limitations of AI at each level and address them collectively.

For instance, many AI systems are still reliant on data from as far back as September 2021 (ChatGPTs knowledge current cut-off), leading to outdated fraud detection capabilities. Keeping the global AI systems up to date is a very expensive task, which underscores the urgent need for a dedicated system like “FraudPredictGPT”, which would be specifically designed for fraud prevention and would be consistently trained on a more regular or even real-time basis.

Over-detection—where fraud detection systems flag too many legitimate transactions—can lead to blocked customers and reputational damage. This over-sensitivity creates resource strains, as human teams must manually investigate a high volume of flagged activities, making it harder to find real fraud. 

Fraudsters are also now using AI against the system. They test different tactics against machine learning models, identifying weak spots and exploiting them. Common threats include AI-generated scams, deepfakes, and synthetic identities.

Lastly, the complexity and cost of implementing AI are significant challenges. Building and maintaining AI systems requires considerable investment and expertise, which smaller institutions often lack.

To address these limitations, institutions should continuously retrain AI models using fresh, high-quality data. Over-detection can be managed by refining thresholds and involving human oversight. Embracing adversarial training—where AI models are tested against simulated fraud—can help strengthen defences. Institutions can also explore AI as-a-service (AIaaS) platforms to make fraud prevention scalable and more accessible. And most importantly, collaboration across the industry is essential. By sharing resources and intelligence through consortiums and government bodies, AI can become a more powerful tool in the fight against fraud.

For too long, it’s seemed like the world has accepted that fraudsters will always be one step ahead. But now, with AI at our fingertips, the industry has a chance to change that. However, we can’t forget that fraudsters are also using AI to their advantage. They’re exploiting the same technology, testing systems with automated trial and error to find weaknesses. This creates an arms race, with both sides constantly evolving. The real challenge isn’t just using AI—it’s using it smarter than the fraudsters do.

The 3Ps—Proactive, Predictive, and Preventive, which I introduce in this article,—aren’t new ideas in general, but they represent a real shift when it comes to fraud prevention. AI gives us the ability to predict and block fraud before it happens and adjust to new threats in real time. These three pillars are key to building a strategy that outpaces even the most sophisticated fraud tactics.

But fraud prevention isn’t just up to financial institutions. Consumers also have a role to play in protecting themselves: they need to adopt AI-powered tools, stay informed, and be active participants in the fight against fraud. As the world becomes more connected and technology becomes a bigger part of daily life, this shared responsibility between businesses and individuals is more important than ever.

With AI leading the way, and with a collective commitment from both businesses and consumers, we can push the limits of fraud prevention and create a more secure financial future.
